Future Trunks can revive Z warriors?
There is a very slight chance for Trunks to revive everybody in his timeline, You'll know since Piccolo, Kami, and the Dragon balls had all died in his timeline, and Goku was already long gone, Trunks had no way of finding New Namek to make wishes.
He also couldn't use the dragon balls in Goku's timeline since Shenron's abilities don't extend across time or into other worlds, and he probably doesn't even realize the super dragon balls exist, and even if he did, he wouldn't be able to gather and use them because they're the size of planets and he doesn't understand the gods' language.

Dragon Ball Super revealed that there are other Dragon Balls besides the ones found on Earth and Namek, and they're not the same as the ones readers are familiar with.
Granolah and Monaito, two non-Sugarian inhabitants of the present planet Cereal, are revealed in Chapter 69. Monaito, an elderly Namekian, reveals that the world Cereal has a collection of Dragon Balls. They are, however, not the same as those on Earth or Namek. Dragon Balls from Planet Cereal are smaller and come in pairs. When Granolah, a new Cerelian villain, steals a Dragon Ball to pair with the other, and the Dragon that comes out of it to grant only one wish for him.
The only way Future Trunks can revive everybody
There is a possibility that Granolah (Of Future Timeline) comes to attack Trunks for revenge and ends up becoming friends with him, allowing Trunks to ask for assistance.
So there's still hope for Trunks to find the latest Dragon Ball sets and get his people back to life.
